A sustainability policy framework for traffic and transport

Just as traffic calming can be seen as being more than local traffic management, "sustainable transport" is more than marginal changes to modal split or shifting budgets from one type of infrastructure to another. Sustainable transport literature and policy have produced a wide range of ideas and actions. These arise from systems or demand management perspectives. They also reflect different and sometimes incompatible focuses: environmental, economic and social. This paper introduces a framework for considering and structuring "sustainable transport" policies, and uses that to emphasise the need to see traffic and transport futures in a wider context.
