Day 1: Wednesday 29 September - Basic Project Planning & Demand Assessment

 
8:30-12:00: Course objective, case study description, outcome & relevant theory

• Presentation of the case and materials/ introductions (Phil Sayeg)
• Description of types of potential benefits and costs and four essential components of work: demand analysis, bus operations assessment, economic / financial evaluation/multi-criteria analysis (MCA) and link to policy issues (Phil Sayeg)
• Lecture for key aspects of transport planning theory, generalised costs for modelling & evaluation, Value of Time, sources of information (Professor Luis Ferreira)
• Existing case study demand characteristics, link to IRTP targets, demographic information & population trends, available zoning systems & bus route data for planning purposes (Phil Sayeg)

12:00-1:00 Lunch
 

 
1:00-4:30: Planning & demand “hands on” practical small group exercises

• Develop/discuss suitable trip rates for analysis for various analysis years & in context of alternative levels of public transport service
• Discuss/develop appropriate trip distribution assumptions
• Apply these assumptions using spreadsheet provided to calculate demand and generalised costs/benefits)
• Finalise demand and generalised cost estimates using spreadsheet provided

  Day 2: Thursday 30 September - Benefit & Resource Estimation
 

 
8:30-12:00: Approach to benefit estimation & simplified bus operations planning

• Detailed description of different types of benefits & costs to be incurred (Phil Sayeg)
• Lecture on benefit estimation for bus & other users, generated demand & difference between financial and economic analysis and other resource savings (eg bus resources) (Professor Luis Ferreira)
• “Sketch planning” bus operations analysis - principles for developing a strategic bus operations plan for the project & estimation of bus resource changes (Phil Sayeg)

12:00-1:00 Lunch
 

 
1:00-4:30: Benefit & resource estimation “hands on” practical small group exercises
• Develop various bus operations plans for a base & project case situation using information on existing bus routes etc supplied on base map
• Estimate bus resource characteristics of each bus operations plan for varying level of service assumptions using supplied spreadsheet
• Discuss & calculate benefits and costs using supplied spreadsheet for varying levels of service

  Day 3: Friday 1 October - Economic & Financial analysis and Multi-Criteria Analysis
 

 
8:30-12:00: Putting it all together – theory & practical

• Review of days 1 and 2
• Lecture on discounted cash flow analysis & decision criteria for economic & financial analysis & sensitivity testing (Professor Phil Charles)
• Lecture on Multi-Criteria Analysis (Phil Sayeg)
• Attendees to spend rest of morning to do first cut of economic and financial analysis using spreadsheet

12:00-1:00 Lunch
 

 
1:00-4:30: Putting it all together – practical small group exercises (cont)

• Re-map economic and financial evaluation etc into MCA format
• Group discussion: how to apply the principles to evaluate other proposed projects that are currently being proposed; review findings & link to policy; issues eg data quality; & lessons learnt from course
